That is almost always the sign of a problem with the float and/or float
valve. Sometimes it is just crud in the valve area, but more likely it
is a worn/rusted/deformed tip. I would remove the carburetor and take it
apart very carefully and see what you find. A "rebuild" kit from New
Holland or NAPA isn't expensive. (They really aren't rebuild kits - more
like a "tune up" kit. A rebuild kit would include new throttle shaft
bushings, etc.) Make sure that the float isn't deformed, leaking, or
binding on the side of the float chamber. Also make sure the hinge pin
isn't bent or rusted, causing the float to "hang" instead of moving easily.
