Here's my take on the subject:

#1 Don't call the number, you don't have to.

#2 Email him and explain that you are selling the car FOB your place and if 
he brings US Cash you will give him or his agent the title and they can 
drive it off or haul it any where they want. You are not paying the agent or 
any other intermedary plainly " you want it you bring cash and its yours".
