[Farmall] super c governor

Hi All.  I need to fix the surging problem on my super c.  At low idle, and full throttle the throttle linkage seems firmly coupled with the governor, but anywhere in between there seems to be a lot of slop.  I took the governor off and the spring that joins the control arm and the rockshaft is sloppy.  It looks like the holes are elongated so that the spring is loose anywhere in mid-range - is that possible?  Can I drill out and bushing the arm holes, or are the arms available new?
