I've tried the Rustoleum primer with disappointing results.  (But then  again 
I use trailers in salt country).  The best things I've found are rust  
oxidizers like navel jelly  that turn the rusted areas black to prime and  then top 
coat with Rustoleum top coat.  The other process I would recommend  is 
electrolysis if you have smaller parts or an innovative way to contain large  pieces.
