They were doing it hear  in Seattle/King County WA. a few years ago.  They do 
have some way to  measure the opacity of the smoke as it exits the stack.  
They use a similar  device to measure the opacity of diesel exhausts. There use 
to be "smoke"  patrols and people were encouraged to "rat" on your neighbor 
but now I mostly  just hear various levels of burn bans.  Outdoor fires have 
been illegal in  most of the County for years.
