Paul,
It sounds like one of the carburetors internal passages is still blocked. Looks
like it has the correct carburetor on it. See info below. I would recommend the
following place to get your carburetor properly cleaned out. Roberts Carburetor
Repair in Spencer, IA. They live test the carburetor on a running engine after
they work on it to make sure it is right.

Hi All
I have a 1956 'Green' JD 420. I have always had to run the choke out quite a
ways. I have rebuilt it, had it rebuilt and still same thing. I have it off
right now from dirt while bush hogging tall grass, and I wonder if it even has
the correct carburetor on it. The brass tag reads TSX 641, second line 256. If
this tells any one or they can guide me to a website.
