It's a Dowden Manufacturing "Foot Feed". They made them for a lot of 
different tractors BUT they are rare to find. They were used mainly on 
loader equipped tractors. One of the 8Ns a nearby collector owns has 
one. Actually a neat idea on a tractor that has a hand throttle.
The one in the auction is likely off an Industrial Super A or 100. The 
Industrials had them from the factory.
