NC Mark.  It's a wierd deal.  You go see the local sherriff and he gives you 
the permit.  It's pretty much a standard issue thing unless the sherriff has 
a problem with you.  It's not a good system but it's been this way for many 
years.  It goes back to the 50's if not longer.  As far as I know they don't 
keep a record of you owning a handgun.  I know some guys that collect guns 
that keep a purchase permit or two on them all the time.
