Jim,

I'm sorry to hear you had such a negative experience. My own  
interaction with various government agencies has been almost exactly   
the opposite.
About twenty years ago I signed up for a state "Acres for Wildlife"  
program, which involved some paperwork, and an agreement not to farm  
or graze the acreage.
Since then I've had numerous on-site visits from expert foresters and  
wildlife specialists, I've received what I'm sure has been thousands  
of dollars in planning and engineering advice,
have been given financial support for wetland habitat improvements  
and received no-cost tree seedlings for windbreak plantings, and the  
free loan of a tractor-pulled tree planter.
I got training in pesticide application and financial assistance for  
the purchase of herbicides to control invasive plants.

Various agencies have obtained flood plain, planning and topographic  
maps for my property, satellite photos, soil maps, and lists of  
recommended and noxious plants with planting tips for soil and water  
protection and wildlife habitat restoration.

When I get bugs on my grapes or fungus on my apples, I take a sample  
to the agents' office, and always get friendly, accurate responses to  
my questions.

As I think about it, I can't remember a single time when I've been  
less than satisfied with the agencies, both state and federal. In  
fact, my contacts have been so positive that I'm considering deeding  
a wetland parcel on the river to one of the conservation agencies  
when I get too feeble to care for it. It might make a good canoe  
base. If not, then it should be preserved for the herons and  
kingfishers and river otters.
