Mike -

The msg & pics Lucille sent you pretty much say it all for that portion of 
NY. Oswego, Jefferson, Oneida and sometimes Onondaga counties get hammered 
by huge lake-effects snowstorms every winter.

Known as the Tug Hill, this area is not one to reside in if a person doesn't 
like winter weather and LOTS of snow. I seem to recall the total snowfall 
record for one season is over 400 inches in a part of Oswego County.
