Here is what I hear you saying in your description John.

Mostly Rust
Original decals visible
One front wheel/tire missing
Appears to be complete (with a missing wheel??)
Uses some oil
Clutch is stuck.
I have $800 to spend

It would be nice to know the serial number John, as that would tell alot 
about that particular tractor. From the info you've given us, I'd say your 
in the five to six hundred dollar range for that particular tractor unless 
it is a rare or unusual F-20, but I sure would want to hear it run 
first!!  "Uses some oil" could be an understatement.
