The school district is not inherently "bad".

Agreed, BUT This school system has demonstrated that it can not
educate or even keep safe, this child.
The School, as a place set up to deal with groups of students must
limit it self to a subset of all humans. That's not a condemnation,
That is a fact.
The Farmall A is a good tractor. It is versatile and can serve a
large number of implements. It is not the right tractor for pulling a
6 bottom plow, or racing in the NASCAR circuit.
Step 1. The kid needs to be pulled out of that school.
Step 2 The parents need to figure out how to educate him.
From what you have told us, I suspect that the only answer is home
schooling. Perhaps there are other options. I don't know.
I know it is hard and I know they both work but the alternative is to
watch the kid be destroyed. You have been recounting this alternative
to us for quite some time. He isn't destroyed yet but you have said
more then once that he is headed the wrong way.
Nothing will change unless something is changed.
We can talk all day about the school ought to, Social services ought
to, The church ought to, ETC. The bottom line is the parents are
sending him off every morning to a place that hurts him, They need to
stop doing that.
