The Condenser is used to bleed the 300 volts from the field collapse in the  
coil, when the points open, back into the system without burning the  points.  
If the engine is running Ok then its good if its bad then the points will  be 
almost instantly fried and you sure will know that.
We change the condenser when we change points just as a precaution against  
it going bad while driving down the road or plowing a field. Its a small cost  
for the insurance against being left stranded someplace. 
Testing one is sort of useless unless you have a very hard to find one and  
just want to know. There used to be very good testers on the market  for this.
