That's what I was thinking Kevin.  Weld a patch over the rusted out places, 
grind it smooth and paint it with some good paint.

Pat,    cant you fix the holes in the rims while on the tractor ? Or are you 
going to replace them ?   If it were mine I would try to fix them where they 
are.
But that may be impossible in your case, just an idea ?
