Cecil,
Either a GM HEI for a 4 cylinder or a Pertronix conversion kit should fix
that fouling problem. I suspect that this is a gas engine and the mixture
is too rich. The same thing will happen to my A-C RC especially if it
idles a lot.
Are the plugs that foul sooty black?
