I think you'll find that voltage = potential..  and that will be the 
'pressure' in your system.. while the amperage is the volume...  Look at a 
spark gap.... like a spark plug.. 1v and 20000a ain't gonna jump a gap.. 
however.. 20000v and less than an amp will jump the spark gap fine... the 
voltage is the pressure.. a-la electromotive force.. etc.
