It sure sound like it has a hand clutch.  It seems like a mighty big disk
for a small tractor.  It is only around 75 - 80 HP.  It looks like the
steering control needs to be brought back a little bit.  I don't have long
arms, I would get tired of having my arm stretched out to grab that control
all day.
