That is definatly a Cat Toolbar blade. I think it is a No. 42 Toolbar set up.
It is made so the arms can be swung to the rear and a toolbar can be 
mounted. I
think this is more desirable than the 2S Cat blade because it can be tilted
with the tunbuckles. Someone has replaced the cylinders with non Cat ones.
That is a Cat 44 pump on the front.
