Richard, what you're looking for is paint that will resemble galvanizing. 
Beginning in '39, IHC galvanized most of their wheel rims (except Cub 
front).  I went to my paint dealer and looked through paint chips until I 
found a silver that was about the color of zinc.  I think I wound up with 
mid 80's Mazda silver, or something like that.  I've used it on magnetos 
also, but it is a little brighter than I'd like for that application.

If the wheels are really rusty, a needle scaler will knock off the rust 
faster than anything else.  Sandblasting works well too, if the rust isn't 
too deep and hard.

Be prepared to touch up the paint after the tire shop mounts your new 
tires...
