Shims?  I grew up with John Deere equipment.  You adjust the clearance
on those with a ball peen hammer -- literally.  The owner's manual says
to hammer on the top of the fingers to do the adjustment.  Hammer on the
front portion to bend the fingers down.  Hammer on the rear portion
(just forward of the mounting bolts) to bend them up.  In both cases,
you position the knife so the finger is over the gap between sections.

For those skeptics among you, try it -- it works. As a kid, I was
fascinated by the illustration in the John Deere manual about this
process because it was so counter-intuitive.

Larry,
there should be some kind  of shims under the hold downs to adjust the 
clearance.  Or like mine on the  massy you just replace worn ones.
I found that if you don't use the   serrated blades its real hard to cut
fine 
grass. 
I like the under serrated  because you can sharpen them once or twice
before 
replacing them.
