[Steam-engine] Welded boiler certification?

Does that mean that they will grandfather an "old"
repair?  I think that many jurisdictions grandfather
old repairs after a visual examination and maybe M.T. 
If you show up for inspection the next year with a new
weld you better have paperwork to go with it.
