the float should be absolutley level, installed and upside down.
the main jet is 2-5 turns, at the minimum needed to run ok at power,  warm.
every part of the carb must be proper. ign timing must be right.
weak engine valves will screw up any adjustment.
 
the idle jet is usually almost closed
