Has anyone tried putting a card with diagonal black-and-white stripes on 
it, behind the glass tube?

The water level in the boiler is shown inside the glass tube. With the 
boiler in steam THE WATER LEVEL MUST ALWAYS BE VISIBLE. With it showing in 
the bottom nut the firebox will still be covered. The Perforated plate 
behind the protector usually has on it a set of diagonal black fines , with 
NO water showing in the glass these black lines will appear the same. With 
water showing, the part that contains water will be refracted and the black 
lines will appear to show the other way round. This is one way to tell 
whether there is water in the glass or not (i.e. Completely full or empty).
