Fist go out and se if you can turn the engine  over if not them seriously 
think about the cost of having someone to do the work  against what the tractor 
will be worth when fixed. You might be better off to  just scrap it and get 
another one. If you can do the work yourself then its a  lot better but getting 
someone else to do it can run the cost way over what a  good used tractor would 
cost.
