I believe the problem is the government.  The EPA regulations have not
allowed the oil companies to expand or build new refineries.

On the lighter side here and then again maybe not..

If it really is true that we need more refineries to keep from causing a 
disruption(shortage)
when maintenance is being done or when one goes down, here goes.

Maybe someone need to contact the Japanese.

They have taken our cars and made some pretty good ones.
They have taken our tractors and made some pretty good ones. Maybe they
could build a refinery, hey, maybe an ethanol plant or two.

Our American oil refiners may not have enough money to build or expand,
maybe our government could give them some grants or something.
