That is absolutely true. You don't want to stir up the sludge on 
the bottom - you want to keep it there so it can be blown out when 
blowing down. I wonder how many blow down their boilers at least 
once a day as they are supposed to? That's pretty important to get 
sludge out and reduce disolved solids from your water.

I would feed your water about halfway up or 1/3 from the bottom. 
And don't shoot it right into the side of a tube.
