Clint,

The most likely problem is air in the lines.
Does your tractor have remote hydraulic valves and connections?
On some tractors you can bleed the system by connecting a hose to one 
of the remotes and placing the other end in a bucket. With the tractor 
idling move your remote control lever so it can pump oil/air into the 
bucket.  Don't let it pump too much and empty the reservoir.  It's also a 
good idea to have someone holding the end of the hose so it doesn't 
spray all over.
