This is usually fixed by any good machine shop by cold welding
and then replacing the seat.

Thanks everyone four your suggestions!   The problem is 
solved.  Magnafluxing revealed a hairline crack in one valve
seat....which 
apparently was opening up after the engine ran for 15-20 minutes and 
letting air into the water jacket.  Now to look for a new head (too 
expensive to fix I think).
