to 20, 30 and 9n hydraulics were never intended to hold in any  position. By 
precisely holding the lever in one spot you may, or may not,  get a position 
to hold. Any movement of the top link will erase this  option.
 
Try to connect the top link to something else. On a bush hog you really  
don't need a top link     The ferg/ford top  was  never made to accept this abuse. 
It was designed only for tillage.
 
That said, you may control the height with the control lever, if you are  
lucky.
 
Pressure loss in operation is usually the relief valve or the cyl piston  
rings. or the piston cyl gasket.,,, or a bad exhaust valve in the pump. or maybe  
the long standpipe. Or maybe your mother in law.
 
Hyd overhaul in  N means checking and doing "everything"  all at  once
