[Steam-engine] lap seam boiler preshure

Many states limit lap seams to 100# pressure.  I have a 1951 #3 Lookout 
vertical firetube boiler that is a code boiler, has no deteriation due to 
corrosion and it is limited to 100#,  but that was also the design pressure.
