[Steam-engine] lap seam boiler preshure

I know somwone out there has the formula the inspector uses to figure max  
operating preshure.
 
Boiler is 5 hp verticle
24" diameter
3/8" thick shell
stayed fire box
double row of rivets on the lap
 
 
 
South Carolina has decided to introduce boiler inspections,
 
 
Also anyone know where I can get a water side fusable plug...um money ain't  
a problem, whatever it cost I don't care as long as I can find one!
