[AJD] Steering Gear Oil Leak

I have a perplexing problem with my Model 40T.  I pulled the top cover off 
the steering gear box and found it filled with grease.  Cleaned out the 
grease, pulled the front cover and put in new shims, filled with 140 weight 
oil to the proper level as per manual and I cannot get the oil to stop 
dripping out around the front cover.

Seems to have the right thickness of shims, all surfaces seem to be flat and 
smooth ... what might be my problem?  Any ideas as to a fix?  I cannot seem 
to find the cover anywhere.
