I had that happen once on a JD350 loader.   Turned out that the auto whatever 
control for the loader bucket was "locked" in  a function (I can't remember 
what) and the cylinder was at the end of its  travel. The hydraulic pump should 
have a drive disconnect to facilitate  installation of a new fan belt.  I 
would open that if the machine is  equipped with that feature.
