If the eccentric is worn then the eccentric strap is most likely also worn.

I am thinking best would be to find a chunk of cast iron and make a new one.

Next best would be to build up the worn area with brass and turn it down.

Or since I would guess your engine spent its life always running in the 
same direction, it is likely only worn badly on the rising edge.  It may be 
possible to turn it over so that the other half of the eccentric is doing 
the pushing.  I think you said before that the eccentric is keyed or pinned 
to the shaft if so you may have to cut a new key.  I think it is possible 
that flipping the eccentric over and using the existing keying would time 
the valve to run the engine the opposite direction, which would put the 
push right back on the worn spot.

On my stationary engine I just did not measure how round the eccentric was, 
I just tightened up the strap to where it does not bump at the start of 
each stroke.  Even with as much wear as you have the engine will likely run 
just fine so unless you are going to put the engine back into heavy duty 
use you may not have to do anything, unless you just want to put it back to 
like new condition.:)
