I would suggest contacting Bob Reitz (spelling???), North Dakota's Chief Boiler Inspector.  I don't know his number, but he is a nice fella to converse with and I'm certain that he can answer all of your questions.  Best of luck

Do you know if the state would still have a record of that identification 
number?  Would that record include inspection reports and notations of any 
repairs that would have been reported to the state?  Would I be able to get 
a copy of that file or record?  Who in North Dakota would I contact to get 
this information?
