Spencer i have added these to many older cars  and trucks and my motorhome.

Take a 12 volt buzzer connect one line to  the dash lights at the fuse the 
other to the hot side of the ignition.   
When the lights are on and ignition off the buzzer will buzz with both off  
nothing and with both on you have to hots so nothing.
Very simple to make and  the cost is next to nothing it can be added to the 
fuse panel using small brass  clips or strips depending on the type of fuse.
