Stan, I was raised on H tractors.  The handle that loaded the engine but didn't 
do anything was probably the hydraulic (Liftall) control.  It would have been a 
rod on the right extending back toward the driver, a little over knee high.  If 
the outlets were plugged pulling it would have caused the pump to run against 
the relief valve, and with the engine idling made a noticeable load.
