I'm a Deere rep and there are many different models of C&CE equipment that
operate as designed without the fuel filter being completely full of fuel.

You stated earlier that you have cleaned the fuel supply line and tank.  Why
don't you just eliminate the filter for a test.  Definitely don't run
without it but it sounds like you should not have a problem running it for a
short time without a filter.
