I'll throw my two bits in Spence. Clean, polish exposed valve stems as good
as possible. If you can see the valve stem housing's thru the exh/intake
ports, get some heat in there and put it thru several heat/cool cycles. If
the valve has the two little holes on the back side (used for lapping),
build a tool that will grip and try to turn it. Your favorite penetrant
will evaporate quickly with the heat. I use a birthday candle and try to
get the wax to flow between the stem and guide. It lasts longer.
Heat/cool cycles have worked the best for me...second to that is complete
submersion and use electrolysis.
