Kent,  I don't know about Cecil's 13 speed but the ones I used to drive in
Brockway trucks with 4:11 or 4:56 gears on 20" or 22" tires would run out
1st gear at a slow walk.
I'd say that it was good for maybe 15 feet before it was time to shift.
