Don,
There is an air breather pipe just above the tappet oil pipe.  It goes from
the governor housing to the top of the air cleaner.  The air passing through
the air cleaner causes a vacuum in the breather pipe that draws air from the
crankcase and new air in through the breather vent.  The push rod and oil
return passages can ventilate the tappet cover.
