There is a big difference between a 7HP Kohler at 1800 rpm and a new Briggs
at 3600 rpm.  The Kohler has twice the torque, which is what tractors need -
not HP.

Cecil; You're right about the "listed" or "advertised" or "labeled"
horsepower now days, and that includes on electric motors. There's no way of
knowing what you're really getting. I know that most walk behind mowers do
pretty good now compared to those of long ago. Then again they now have
about twice the labeled horsepower. I'm sure experience has helped in how to
get rid of the cut product and how to build a quick governor. Maybe though
the engine quality is better, at least the builders think so.
