I have lived out here in earthquake country most all of my life and I can  
tell you that sand is the worst base you can have. Any shaking of the ground can 
 liquefy it.  All the houses in SF that were damaged really bad were on  
sandy soil. Don't take my word for it, go to any site on earthquakes and they  
will tell you the same thing. Sand no matter how hard you pack it will turn to  
soft ground in time. Pack some and then add water and watch what happens. The  
best thing is lots of good big rocks the bigger the better.
