One thing I didn't think of is how old is the battery? Is it possible
the battery is just junk?

Ricky:

If it is positive ground and when the tractor is running at high rpms
and
shows a +10 amp charge, probably nothing needs to be done. How long did
you
run the tractor at high rpms vs putting the charger on the battery for
an
hour. How many amps was the charger putting out? I would suspect the
battery
is low after having been setting around. Will take a few hours of
tractor
running time to get it to be fully charged up. You may not have a
problem at
all other than giving the tractor some running hours to perform its
task.
Patience may be a virtue here.

It is setup positive ground. Do I need to repolarize my generator?
