My father in laws Army discharge was held up by the RC. He had received
some money from them while
in Germany and would not allow his discharge until it was repaid.  When
I served it was the same way, money and services
were considered a fee for service item. They also screwed a lot of folks
around during the aftermath of 9/11.  I got to see some of that in
person as well.
