Next time, ask your custom operator if he will make 65 lb bales.  I did a
lot of custom small bales years ago.  Some people wanted bales that were
easy to lift.  Some wanted as few bales as possible, since they were paying
by the bale.  I tend to make bales the way I wanted them unless told
otherwise.  If the custom operator won't cooperate (within reason), your
choices are obvious.

I have also had unreasonable requests...  We were baling straw and the
customer complained that the bales were light.  I said that was the way
straw was, if he didn't like it, he could pay for what I had done so far and
could have a nice day.  He agreed to finish the job. A later part of the job
was clover.  I didn't loosen the baler.  He couldn't lift those and quickly
asked me to make them a little lighter :-)
