Looks like in that position the mirror would give a view of the sky.  The 
ROPS is rotated forward by about 90 degrees.  The view in the mirror would 
probably be a lot more useful when the ROPS is up (it looks like it would 
still need adjusting).

If you google Agria Hispania you can see pictures of some similar tractors 
with the ROPS in position.

This seems typical of small tractors in an area we recently visited. Looks 
like you can maneuver it through some pretty tight spots. Note the big 
mirror for some wide viewing. Guess it’s low enough that limbs don’t snatch 
it off. This one is used as a park maintenance tractor in Vigo, Spain, and 
it’s driver just leaves his high viz jacket draped over the steering wheel 
when he parks it.
