[AT] Cub Fuel Tank

See photos below of stuff from Cub gas tank. Need a good way to clean it out. It appears that sometime in it’s past life someone tried to install a gas tank liner that failed and now looks like the pictures.  Most of this came out using a salad tong, but as prices are getting smaller, it is getting less each time I try to grab some. Tried using a “air chugger pump” with limited success. Stuff is too “clumped” to run out of tank bottom outlet. Blowing air into the tank moves the stuff, but does not get it out.
Any ideas on how to clean this tank??
