I would probably opt to first rent a harley rake on a skid steer to go 
over the area and grind off the high spots and fill in the lows. Then 
roll it. Seed the bare spots and let it grow back. It will give you some 
patches of bare ground for a bit but it will only disturb the top 2 
inches or so on the high spots and not stir up the rock seed much.

Drags can work but on established ground they tend to tear it up in 
chunks instead of smoothing it out.
