Have you thought about asking your lical volunteer fire department out and blast it with high pressure water?? Might cost you a couple of cases of beer or a bbq lunch

I like Steve's idea of our local FD, but they would get buried trying to get back there, and lets just say, I have a history with the Fire Chief, as in in starting a brush fire, when he had put a burn ban in place; I honestly had no idea.

If you can straddle the ditch on either side of the culvert with a tractor or skidsteer I'd try either forcing a 4x4, sapling trunk of equivalent size or pulling it through by feeding as far as it will go, tying a rope or strap to butt end and pulling it from the other side to drag the ram through. I'd round or chamfer the leading edge so it didn't damage the plastic culvert if it's corrugated. The big plastic pipe we get around here is double walled though- corrugated outside and smooth inside so maybe that's what you have as well. These things would work way better if you had water standing in the culvert to lubricate and help the mess along.
